The Federal Government plays a part in California water allocation and use through a variety of laws.  What, if any, legislation would you support in an effort to handle water shortages caused by the current and any future drought?
Answer from Jason Kraus:

Our current "water shortages" are due to over-population and the lack of critical planning.  Continued housing programs including high density dwellings throughout the Golden State without the creation of reservoirs and/or dams is simply irresponsible behavior of those elected to protect the citizens of California. "If you build it they will come".  Building homes without sustainable water is one of many horrendous decisions made over the last 25 years.  This combined with the millions if not billions of gallons of water being flushed into the Pacific Ocean is another example of waste and the lack of respect those in government have shown to the citizenry.
