As a state education leader, he helped negotiate state budgets and established a statewide trust fund for school districts to fund their post-employment benefits.
Understanding our schools’ needs for statewide fiscal stability, David worked directly with then-Governor Schwarzenegger on the passage of Propositions 57 and 58, which helped establish the rainy day fund in California.
In addition to his city council duties, David champions social, economic, and environmental justice issues through his leadership on the Ventura County Air Pollution Control Board, represents the Ventura Council of Governments (VCOG) on the Energy & Environment Committee of the Southern California Association of Governments (SCAG) and serves on five non-profit boards including the Simi Valley Hospital Foundation as Chair.
