As your Auditor-Controller, customer service to citizens remains my top priority.  I have worked with the Assessor and Tax Collector to ensure property tax refunds are promptly issued to taxpayers.   

I am fiscally conservative, promoting spending restraints that protect your tax dollars.  During my time as Auditor-Controller, we:

  • Improved and maintained Contra Costa County’s credit score to the highest AAA bond rating.

  • Succeeded in recommending and building strong financial reserves.

  • Prepared annual financial reports that received the Certificate of Achievement for Excellence in Financial Reporting. 

I am a graduate of California State University Hayward with a degree in Business Administration.  I have over 30 years of experience in the Auditor-Controller’s Office, most recently serving as your elected Auditor-Controller. 

As a leader in budgeting and finance, I was appointed by the State Treasure to the Task Force on Bond Accountability, the State Controller appointed me to the California Uniform Construction Cost Accounting Commission, and I have served on various committees for the State Association of County Auditors.

I possess the qualifications, leadership, and high ethical standards required to serve the citizens of Contra Costa County, continuing my work to manage and protect taxpayers’ dollars.   I would be honored to earn your continued trust and support.  Thank you.

A military veteran and Navy Reservist with the required knowledge and 33 years of professional fiscal management and best practices experience that will enable me to be a highly effective Auditor-Controller, I will ensure that the County administration is efficient and gets you the maximum return for your money by providing fair, equitable, and diversified services to all residents .  For over 21 years, I have performed high level accounting, budgeting, planning, auditing, and financial reporting  for you in the County's largest department and will be the first ever minority elected to Contra Costa County executive office, since over 167 year of County existence. 

Being a progressive, labor union leader and treasurer, and a Certified Government Financial Manager (CGFM), I have worked hard to improve my community and world through many socially-minded efforts, including:  auditing for Adventist Development and Relief Agency (a global non-profit organization);  co-directing a non-profit organization set up to provide housing and education to homeless children;  over 21 years of military service at home and abroad providing combat and joint logistics and religious, morale and welfare support services to civilians and service members during combat, peacetime, and humanitarian operations;  and working for various community projects and activities in both Contra Costa and Alameda counties over the years (including poll worker, tax return preparations for low income residents, and numerous local church community outreach programs and labor actions).

Was a full time worker and student while acquiring a Bachelor of Business Administration degree,  pursuing additional  studies in Michigan and a Master of Business Administration degree from New Jersey, without any financial aid or loans   Bay area resident for 26 years.

I know how to get funding to increase needed services in our County. Working with other financial managers from other Counties and the State, I helped channel more than $300 million of additional funding for much needed Behavioral Health Services in Contra Costa County and ensure approximately $40 million of continuous additional annual funding.

I hope my actions speak for themselves, and if elected, I will keep the public trust as a good steward and do everything possible for the financial health of our County.
