VALLEY CENTER COMMUNITY PLANNING GROUP
Planning Group Member

OLIVER J. SMITH
Incumbent

I have been a landowner and resident of Valley Center for 15 years, and 10 year member and current Chair of the Planning Group.

My vision for Valley Center is a Southern California rural community with roads, utilities, and resources that support its needs in the 21st century while maintaining the country character held dear by those who have come to live here. I see three current major issues to resolve: 1) Be thorough and vigilant in making sure projects proposed fit our town, and properly take into account the rights of both the project developers as well as the current residents. 2) The proposed north and south village projects are a good idea. We need to continue to work with the developers to get projects that are a significant benefit to Valley Center. 3) Our ability to get around on our local streets, under both normal and emergency conditions, requires a continued focus on implementation of improvements which will benefit all who live, work, and play here.

I believe the Planning Group is a valuable asset to Valley Center. I would be honored to continue as a Planning Group member. I would appreciate your vote.

  • One of my top priorities if elected is to ensure the growth is beneficial (jobs, natural beauty, traffic considerations, etc.) to the community long into the future.
  • If elected, I plan to get out and meet the residents of Valley Center to gather their input on what they want in the community.
  • Growth is a balancing act between maintaining beauty of land, fiscal responsibility, and considering whether the positive changes outweigh any negative effects that result from growth.

Although I'm a relative newcomer to Valley Center, I'm not new to experiencing a small country town grow up. I bring with me fresh ideas from other places I've lived. I've had first hand experience watching a small town of just over 10,000 people expand over a 30 year period to a thriving town (and topping the lsit of most desirable places to raise a family) of over 120,000 people. That growth was not accidental. It was thought out, in detail, years in advance considering businesses to attract, recreational activities to offer, housing development locations, schools and new roads needed, infrastructure, and of course, how that would affect property taxes. I believe this experience and knowledge will be highly useful as a member of the Valley Center Planning Committee as Valley Center is on the brink of substantial growth over the next 3-5 years.

I am always open to ideas, however, you will find most of my views to be conservative.

WILLIAM DEL PILAR
Internet Business Entrepreneur, Fantasy Sports

As someone who served in the USN, is a graduate of CSUSM and Internet Entrepreneur, I have resided in Valley Center since 2002. Our beautiful, tranquil community is where I helped pioneer and commercialize the fantasy sports industry into a multibillion dollar industry. Valley Center is being impacted by growth – good and bad – and that will continue. As a Constitutionalist and proponent of property rights I am a realist with what's happening but believe all residents should have a voice in the directions of our growth.

Whether residents, farmers or business owners, growth must benefit and enhance the community, not just developers. Most of us moved into Valley Center because of its small town ambiance, the ability to live the American dream and raise our families in a safe environment away from the congested cities and crime they bring – a way of life that's disappearing in many parts of California and could disappear from Valley Center.

As a business entrepreneur and pioneer who's sat on Boards of Directors, combined with my USN service, I have the leadership skills, fiscal responsibility and love of community to do what's best for the people of Valley Center, not outside interests.

VALLEY CENTER COMMUNITY PLANNING GROUP
Planning Group Member

ANN QUINLEY
Incumbent/College Teacher

I am seeking re-election to the Valley Center Community Planning Group. I am the group’s ViceChair and have taken a leadership role in some of the most critical issues facing the communityincluding adoption of the San Diego County General Plan Update and preservation of local planning groups when the Board of Supervisors threatened to abolish them. I chair the North Village and the Lilac Plaza subcommittees and sit on the Lilac Ranch Hills (Accretive) subcommittee–where issues critical to the community are being decided.

I understand that Valley Center will grow in population, housing and commercial development but I want growth to occur within the framework of an overall community-endorsed plan that preserves our rural heritage. Our community can either develop into a lovely, functional place to live or be turned into an unattractive, poorly-planned place.

If re-elected, I will help protect what is here so that wild things, open space, great vistas and sustainable agriculture will not be destroyed. I will work hard to ensure that growth meets our needs and that residents have a significant voice in Planning Group decisions. Together we can create an attractive, vibrant setting for our lives and our work.

VALLEY CENTER COMMUNITY PLANNING GROUP

SUSAN K. JANISCH
Appointed Incumbent

I am seeking election to the Valley Center Community Planning Group (VCCPG).

I have lived in Valley Center since December, 2011. By the middle of 2013 I was attending VCCPG meetings – a good way to learn about the community, meet people, and find out what was happening.

Learning that I could participate in the process, I joined the VCCPG, October, 2014, and have attended every board meeting since, plus serving on several sub-committees.

Valley Center is at the beginning of a growth phase. I believe that it is important for us to manage that growth within the guidelines of the General Plan and to keep the rural character of our community that we enjoy.

I favor managed growth of all aspects community living – roads, traffic control, businesses, schools, housing, etc., within the guidelines of the General Plan.

Continuing my service to this community is my goal – that is why I am asking for your vote.

Thank you for your time and interest. And, hopefully, your vote.

I am running for a seat on the Valley Center Community Planning Group while having been a member for the past 3 ½ years. I grew up in Valley Center, attended the Valley Center school system and have been very involved in the community. I am an associate broker working locally at Shoemaker Realty and feel that my day to day experience in my field regarding properties, zoning ordinances/issues, as well as other critical planning and building hands on skills I’ve acquired are applied first hand to issues we face on the Valley Center Community Planning Group.

Our community is undergoing extensive changes and I feel that it is vital to have Planning Group members that are up to date on projects currently being discussed, since they are extensive and complex. Valley Center and its future are very important to me. I feel that since I am currently serving on the Planning Group, I can continue to serve our wonderful community of Valley Center and keep projects in motion that have been in process for the past few years.

I look forward to continuing to serve you on the Valley Center Planning Group. Thank you for your vote.
