Having the best community hospital is a quality of life issue for me. I want TCH to be the hospital of choice for our community. I have worked very hard during the last four years to help create a Strategic Plan that includes our affiliation with UC San Diego. It is resulting in huge benefits for our community including expanded access to health care services locally. We will no longer have to travel south for Cardio Thoracic and neurological surgeries. UCSD is providing surgeons.. This is the beginning of lots of innovative opportunities with our partners.

Tri City now has a comprehensive site develop plan that includes a new parking structure, a new emergency room with new labor and delivery rooms to name a few improvements. Together with our board I have worked to create a partnership with the city of Oceanside to use their design build authority to rebuild our hospital resulting in huge savings. We are currently seeking HUD financing to do our site reconstruction so that we will not have to ask the voters for a bond issue. I have worked to insure we have a plan in place to meet the seismic requirements that must be met by 2030

Unlike other hospitals our community hospital does not have any share holders accept all of you. Any profit we make is put right back into our hospital to improve our service to you with great doctors, great nurses and amazing equipment.

History of Service to North County

Summary

This paper covers my history as a community advocate and talks about where Tri City Healthcare distrist is going in the future.

I grew up in Vista, raised my children in Carlsbad.  My husband and I moved to Carlsbad in 1976.  I served on the Carlsbad Unified School District Board of Trustees for nine years.  I served on the Carlsbad City Council for fourteen years and currently serve on the Tri City Healthcare District Board of Trustees.

Throughout the years I have served on many community boards and commissions, including being an incorporator for the Agua Hedionda Lagoon Foundation.

Having the best community hospital is a quality of life issue for me.  I want TCH to be the hospital of choice for our community.

I have worked very hard during the last four years to create a strategic plan that includes our affiliation with the University of California, San Diego.  It is resulting in huge benefits for our residents including expanded access to healthcare services.  We no longer have to travel south for procedures.  It is the beginning of lots of innovative opportunities with our partners, UCSD.

During my first term on Tri City’s board we joined forces with UCSD to bring even better access to outstanding medical care for North County. We developed a plan to upgrade our hospital including a new emergency room. We also now have the best safety record in North County. As a Tri-City board member I have been a strong advocate for more effective care for mentally ill patients. I have worked to strengthen patient safety and provide a positive work environment for all our staff. I currently serve as Chair of the California Health Care Association and am working with State and Federal legislators to keep government reimbursement levels to our hospital from being reduced. I will continue to seek your input and respond to your concerns about the health care needs of our community. I ask for your vote.

Do you know that Tri-City is facing governance problems? If Tri-City closes its door, a few minutes delay arriving to the closest ER can make the difference between life and death. I am running to keep those doors open, for you and me. My invaluable 25 years of Leadership and International Management experience as a Businesswoman and as a Producer will be an asset to Tri-City

I have found out that Tri-City is facing lawsuits, loss of money, fines, billing and contract errors, and according to www.medicare.gov, its overall rating is 2 out of 5, which is unacceptable; this is a clear reflection of mismanagement. I have tried to review their Financial Statements, such as the current Balance Sheet, but to my surprise it is not published in their website. What does this tell you? To me, that is lack of transparency.

The professional best suited for this position should be a Leader with a Business background (like me), and that is the big different between my opponents and me.

We employed nearly 100 people and had projects ongoing in multiple hospitals on a daily basis. Tri-City Medical Center was one of our customers. We worked on major infrastructure (HVAC, Plumbing, Seismic, Medical Gas, etc.) projects with contractors like Swinerton and Turner at hospitals including Scripps, Naval Medical Center, UCSD and many others.

I sold my business in 2014, and now I can give back to the community. Our community owns TriCity Medical Center. I will serve as your representative to guide Tri-City through its implementation of desperately needed infrastructure upgrade, and in particular an upgrade to meet seismic standards, which if not met by 2030 will force the state to close the hospital. I bring to the hospital board the experience to help guide hospital leadership down the most efficient and responsible path in creating a world-class healthcare provider that our community can continue to count on. Patient health and healing, patient safety and staff satisfaction are my most pressing objectives.

I am running for this position because I believe it is time to address and repair the current issues facing Tri-City Medical Center.

I am a proud resident of this district having lived in Carlsbad since 1987. I am well qualified for this position having worked for a major corporation for 25 years, and hold a degree in Business Administration. In addition, for the last 12 years as a Licensed Marriage and Family Therapist I have provided mental health counseling for residents of our community. As a psychotherapist I come in daily contact with clients facing a myriad of physical and mental health issues that may require hospital care. It is important that residents of this community have a fully functioning Medical Center, geographically close, that can address their urgent needs. Tri-City currently holds a high rating within the community, and my goal is to assist in mediating issues and encourage fellow board members to use Prudence moving forward. This translates as making the right choice at the right time for the right reason.

Experience as 14 year member of the TCMC Board of Directors. 50 years healthcare/business experience including 25 years hospital pharmacy staff/management positions; Pharmacy Director and consultant for Vista Community Clinic; Pharmacist-in-Charge national mail-order pharmacy; current Indian Health Clinic pharmacist.

Graduate-University of Arizona, College of Pharmacy with Distinction. Chairperson of TCMC Board of Directors 2006-2008 and 2013-2015 plus numerous healthcare committees.

Former Chair – Governance Forum – California Hospital Association. Past member Executive Committee and Board of Trustees - CHA. 2014 – Leadership in Governance Award – CHA.
