SOUTH BAY IRRIGATION DISTRICT
Board of Directors – Division No. 2

JOHN VOGEL
Business Manager / Community Leader / Concerned Ratepayer / 20 Years Resident of Southwest Chula Vista

Goals: An independent voice for positive change, I am running for the South Bay Irrigation District Division 2 to serve my neighbors in Southwest Chula Vista. My focus is to build Board Harmony; assure that critical State of California required projects are built including safety improvements to Sweetwater Dam; promote conservation and innovation; and Keep Rates Under Control! I will support transparency, streamline bureaucracy; and pay workers first! The amount of payment to some Board members is excessive. I will “walk the talk” in controlling spending and questioning payments.

Qualifications: 18 years in local government: a majority spent in Water Utilities management, enterprise-wide business improvements, support of treasury operations and customer service. My lifelong public service commitment extends to Chula Vista Parks & Recreation Commissioner; Otay Valley Regional Park – Citizen’s Advisory Committee, chair; and PTA member.

Background: Bachelor of Science. Born in San Diego, married 17 years to a teacher with two children in school. I appreciate your vote. Questions? VoteVogel@usa.com, (619) 796-5549.

SOUTH BAY IRRIGATION DISTRICT
Board of Directors – Division No. 2

JOSÉ F. CERDA
Appointed Incumbent/Small Business Owner

I am running for governing board of South Bay Irrigation District because I want to continue making policy decisions that will: 1) increase water reliability; 2) that will lower your water costs/rates; and 3) that will keep your water safe, clean, and guaranteed.

I’m San Diego born and raised; and long-time Chula Vista resident. I graduated from San Diego State University with a Political Science degree; and Master of Business Administration from California State University, San Marcos.

I work in real estate and mortgage business. I’m conservative with our business budget and operating revenue. I bring similar fiscal discipline to your water authority. As Finance Committee member, I have consistently voted for lowering water rates and operating costs.

I’m a member of San Diego County Water Authority’s Citizen Water Academy; participate in California Urban Water Agencies; Water Education Foundation; and Local Government Commission for Livable Communities. I am a member of Southwest Chula Vista Civic Association; and a former teacher at Feaster and Lauderbach Elementary.

I look forward to continue serving you on South Bay Irrigation District and thank you for your vote.
