JOSE A. LOPEZ
Incumbent/Retired Firefighter
Much has been accomplished during Jose’s 16 year tenure on the Otay Board. He served as President 7 times and implemented the latest technological advances and a Strategic Business Plan to provide ratepayers with a reliable, safe and fairly priced supply of water and sewer services. Recently the District successfully refinanced its 2007 Certificates of Participation saving its customers more than $5.6 million. Since 2007 staffing has been reduced from 174 to 135 saving the District $30 million. Jose’s commitment is to continue to reduce costs and pass those savings to its customers.
Jose is a Retired Assistant Fire Marshal for the City of San Diego and in response to the 911 terror attacks has worked with OWD staff to make security of our water system a high priority and understands the need for infrastructure development and its maintenance.
Jose has served his community well with 8 years on the Safety Commission and another 8 years on the Board of Appeals Commission for the City of Chula Vista. He is currently on the City of San Diego Metropolitan Wastewater Commission.
Jose wants one more term to help secure new sources of water such as desalination and more recycle water.

Stop the Waste! Lower the Rates!
Hector Gastelum will fight for citizen ratepayers and stop the unnecessary rate increase abuses by career politicians.
Hector Gastelum will bring honesty, integrity and business sense to the scandal ridden Otay Water District.
Hector Gastelum opposed the Otay Water Board giving expensive life time health care benefits to their executives and immediately raising water rates on the backs of our hardworking citizens and their families.
Hector Gastelum will make sure that our water is safe and pure to drink. He will stop the history of Otay Water having unhealthy and unclean treated sewage water put in our drinking water pipes.
Hector Gastelum will fight to keep drinking water and recycled water rates low instead of having Otay Water rates substantially higher than other Water Districts.
Hector Gastelum is a successful small business owner and leader in the community. Hector knows the importance of the purity of our water supply. He will bring quality water, reasonable water rates and stop the wasteful spending at the Otay Water District.
