Why vote to re-elect Larry Watt?
Larry Watt's qualifications for re-election to the Olivenhain Municipal Water District Board.
For the last five years, Larry has been privileged to be your representative to the Olivenhain Municipal Water District Board (OMWD). Over this time, he has worked hard to insure that the District continues to deliver water reliably to ratepayers at the lowest possible cost. In fact, over the last several years, OMWD water rates have consistently ranked among the lowest in the San Diego County.
Once again, he would like to earn your vote so he can carry on his service. His professional background and experience give him a unique ability to perform the duties of a municipal agency Director at a high level.
Larry is a lifelong Public Works professional with over 34 years experience in this field. He has been responsible for the provision of a variety of municipal services. He earned a Bachelor’s Degree from Binghamton University (NY) and a Master’s Degree from San Diego State University. Larry’s public service career included positions as: General Manager of San Diego County’s Transportation Division, Public Works Director for the City of Encinitas and General Manager of the San Dieguito Water District. Last year, at the request of the Encinitas City Council, Larry came out of retirement and stepped in as Interim City Manager while the City recruited for a permanent Manager.
Larry’s five years as a Board member at OMWD have given him a keen understanding of the decisions the Board needs to make to keep the District operating efficiently and effectively. More challenges lie ahead for OMWD. The District needs to look seriously at developing additional local water supplies that reduce dependence on imported water. Expanding local water conservation programs and water reuse programs are also imperative. OMWD needs the type of steady and experienced leadership that Larry provides.
He is also very committed to the well-being of this community. Larry and his wife Suzie have lived in Encinitas for over 36 years. Their three children were all born and raised here and attended local schools (Flora Vista, Diegueno and La Costa Canyon). Larry and Suzie have been active members of this community for over three decades. Larry has coached over 15 youth sports teams and Suzie has been a Speech Therapist at Oak Crest, Ocean Knoll and San Dieguito Academy.

Eric Armstrong is a respected expert in his field and a registered California civil engineer for over 34 years. He founded the San Diego regional office of a major Engineering firm in 1992, currently overseeing a staff of 28. Eric is Mayor Kevin Faulconer’s current representative on the City of San Diego’s Pure Water reuse program.
Eric Armstrong has expertise in water resources management, the rapidly changing world of water reuse technology, and stormwater quality management and harvesting for reuse.
As a 25-year resident of the Olivenhain Municipal Water District (OMWD), Eric Armstrong will use his 34+ years of professional civil engineering experience to promote the expansion of reclaimed water use by our many HOAs; to provide low cost irrigation water that is a drought proof and reduces our reliance on imported water; protect ratepayers from excessive rate increases and hold District Management accountable to ratepayers.
Dear OMWD Voter,
My wife and I are long-time residents of our District. We are now empty nesters with three adult children. I am very concerned and passionate about insuring and diversifying our water supply. Water is our most basic need yet it is taken for granted. I offer my expertise to benefit our District and leave this wonderful area a better and more sustainable place than we found it.
How do I do that? Our current Board of Directors are good people, but none have the hands-on professional engineering expertise in the transport, storage, treatment and most importantly, reuse of our precious water resources. I have the private industry experience of running a profitable engineering consulting business for the past 25 years and I am a sought after expert who cost effectively manages water resources. Let me put that experience to work and serve you!
Having someone with my experience on the OMWD Board will ensure our District does not make expensive mistakes as new technologies come to market. Additionally, having a Board member who “speaks the language” with District staff and asks the right questions can benefit all ratepayers.

Ensuring affordable and reliable water is my top priority! Putting community and family first is the key!
Better, cleaner, healthier and affordable water is achievable. It can be done. I will get it done with your vote and we will accomplish this together. These are the issues that need to be addressed in our community. These problems need to be solved. I am a problem solver.
I have sat on several Boards of Directors in my business career dealing with large and small budgets. I will work together with you and the community to solve the problems that we face ahead with water. Water is a resource that needs to be readily available at a reasonable price.
I am a private property rights advocate, and will use my small business ownership experience working with budgets and negotiating skills in this position. I have been married for 25 years. I am a surfer and sailor and love water sports. I live in Encinitas and my family has been in Encinitas for over 40 years. We love our community and will work to keep it beautiful.
