A 53 year resident of the district and current grandparent of SBUSD students, I have worked tirelessly to make a difference in our community.  Having worked in our schools, from the classroom, to the front office, to the PTA boardroom, I am a 31 year retired South Bay Union School District Employee with first-hand experience to realistically analyze and interpret the budgets and policies that directly affect our students and teachers.  I will ensure fiscal responsibility, while at the same time improving school climate and shifting focus to the whole child. It is paramount that our schools be healthy environments offering students not only a chance to succeed, but to flourish.

As your elected representative, I pledge to initiate a culture of open communication, inclusion, transparency, promote public comments finding resolutions with open communications and accountability in our school district.  I will fight relentlessly to ensure each child’s needs are met and that they receive the highest quality education.

Funding to Schools

A recent law made major changes in the way that the state allocates funding to schools. What will you do to ensure that the public understands your local control formula for school spending and your plan to measure outcomes?

Answer from Tom Schaaf:

I will assure with the Board to have public meetings, and have the LCAP plan on District wedsite.  I will make sure the goals of the plan are made public and if not meeting our standards, will work to have plan changed to meet the needs of all students.  The District budget must be open and in line with our LCAP.  I review the budget and have it presented in open meetings and make sure it follows the District's LCAP goals.

What is the most significant challenge facing the South Bay Union School District, and if you are elected, what steps will you take to address it?

Answer from Tom Schaaf:

Raising the achievement level for all students.  I will work with Board and Superintendant to make sure our plans and policies are being met.  I will listen to parents, teachers, and other community members for their input and take this back to our Board.  Will support better communication with our public and responses to their concerns for our District

Tom has been honored to serve as a South Bay School Board member this year.  The District is moving in the right direction and his experience, leadership, and integrity and his dedication to the position will help make our District reach #1.  He has lived in Imperial Beach for 37 years.  He is now retired, but has experience as teacher, coach, and school administrator for over 36 years.  He served 16 years on the Imperial Beach City Building and Design Review Board and has been involved with community organizations.  He understands budgets and knows schools have to have a clear vision with strong programs for all students to come first and succeed.

Tom is proud to say he is always well organized and prepared for meetings and keeps our students needs always first.  He knows the District covers three major areas of Imperial Beach, South San Diego, and part of San Ysidro and each area has individual needs.  He listens to the needs of students, parents, and the community in working with the Board to help set the District vision of a place where students can get the best education, which includes high academic standards, visual and performing arts, technology support, and a safe environment for all the schools.

Tom has worked with the Board this year to ensuring accountability to the public by approving a three-year contract for all District employees and assuring the open balanced Budget is there to provide the funds for employees, the student’s needs and support, and services for their vast needs for their future education and foundation for future education.  He worked with the District and approved with the Board, for the refunding the District bonds and saving the District more than $3 million.

Tom supports with the Board our schools, from the best VIP pre-schools, specialty programs: Preforming Arts programs, Language Academy, Charter Schools which include 7th and 8th graders, and New STEAM School.  Our communities, parents, and students needs are being met, with schools and choices with high academic standards for all students.

Over the past four years it has been my distinct privilege and honor to serve as a member of the South Bay Union School District Board of Trustees. The district serves 8,262 students on 14 campuses.

During my tenure, I have had perfect attendance at all board meetings. I have been a member of an effective board that has kept the district fiscally solvent as evidenced by our recent A1 and A+ rating by S and P and Moody’s. We recently ratified a three year contract with both our classified and certificated employees. This school year we will be instituting a STEAM Academy (Science, Technology,Engineering,Arts, Math) at Bayside school and a 50/50 (Spanish/English) Dual Immersion program at Sunnyslope School.

SBUSD is the gem of South County. We are promoting students to secondary school who have confidence in themselves as people and as learners. We continue to provide our students with a challenging curriculum which stimulates their intellectual and imaginative capabilities.

I am consistent in my values and beliefs. The welfare of our students is my first priority in any board decision I make. My primary focus is to continue to raise student achievement and engage the community in achieving that goal.

I continue to serve the community not only by being a trustee , but as a 27 year member of the Optimist Club of Imperial Beach, and as a Sharp Hospital volunteer.

I wish to continue to be a member of the effective Board of Trustees which is now in office. I am proud to be endorsed by Serge Dedina, Mayor of Imperial Beach and San Diego City Councilman David Alvarez. I would appreciate your vote on November 8th.

Our schools are working hard, striving to prepare our kids in a quickly changing future. But to be successful for our kids, the whole “education team” must work together. I want to take up the challenge of improving the communication, impact and results of our education teams for our students.

Meeting our kids needs and identifying their challenges is my priority #1. We must take care of our teachers, ensuring they have the resources and time to do their best for our kids. We parents have a crucial role to play. Lack of communication between teachers, students, parents, principals and administrators, means our kids lose out.

Over the past year I attended multiple school board meetings and spoke out publicly. I could see the board would benefit from my communication skills. I knew then I could help teachers and parents find a voice with the board, while helping the board better communicate within the organization as a whole.

It was from attending these monthly meetings that I decided to run for SBUSD School Board. I was honored as teachers and parents encouraged me to play a more active role. My 12 year old son, Dante, gave me the greatest inspiration to run. He challenged me that not only could I make a difference, but that I needed to.

Working with kids over 15 years in the inner cities of Los Angeles and Chicago taught me to tackle very tough obstacles. My expertise in communication and negotiation has been deepened by 12 years of working in business, including starting my own company. I love to collaborate. I love to find answers, implement solutions and surpass goals.

When elected to the school board I will fight to open communication. I will work with the board members to actively listen to teachers, parents and students. Our whole “education team” will reach and surpass our goals because we will work as a team, not as adversaries.

As a parent of a 7th grader I understand how hard our teachers work. I understand the challenges we working parents face. When elected to the SBUSD Board of Administrators my mission will be to elevate the achievement of our students and communication of our education team. With your vote I will bring new ideas, energy and communication to our school board.
