As a parent of two young students in our school district, a long-time resident of the Coastside, and passionate supporter of public schools, it would be my honor to serve as a Member of the Cabrillo Unified School District Governing Board.  I believe in supporting every child to reach his/her fullest potential, and I'm running for the School Board to help achieve that goal.

Raised bilingual and trained as a biologist, my lifelong passion for learning has come through across every stage of my career and personal life. I have built a 17-year career in the biotech industry, primarily in business and communications including 12 years at Genentech/Roche. Through this experience, I developed leadership skills crucial to a school board district board member role, including data-based decision-making, collaboration, and innovation – all in a highly complex and often cost-constrained environment.  I enjoy spending my 'free time' with family and friends and exploring nature – hiking, birding, beekeeping, and making art rank among my favorite hobbies.

Recognizing the opportunity to apply my professional experience and to my local community, I recently shifted gears to to take a break from my corporate career track to spend more time with my family and ‘give back’ to our Coastside. I am willing and able to dedicate the substantial time and energy required for a school board member to truly engage in supporting district staff and teachers, strengthening community partnerships, and fostering an innovative culture and ‘learning mindset’ in our district, per my priorities for our schools.

I'm proud to have the support of a broad coalition of Coastside parents and community leaders (full list available at http://sophialayne.org/node/4).

Together, we can accelerate our progress in preparing today’s Coastside students for the future!

Funding to schools

A recent law made major changes in the way that the state allocates funding to schools.  What will you do to ensure that the public understands your local control formula for school spending and your plan to measure outcomes?

Answer from Sophia Layne:

The district has recently initiated a program to improve communications internally and with students' families, including user-friendly communications regarding our local control formula for school spending and outcomes measurement.  I would like to use the leadership role presented by district governing board membership to further pull through and expand upon this information to other leaders and key stakeholders in our community (e.g., explaining impact of LCFF to our CUSD schools and programs), as well as to collaborate with district staff to stay in touch with evolving key stakeholder information needs and ensure these needs are effectively addressed.

As trends in globalization and technology accelerate, so, too, will the need to further expand our efforts in education of our children – and future workforce – from a focus on imparting knowledge to teaching essential academic, social, and emotional skills. Students across our diverse community have a wide variety of needs. While Cabrillo Unified School District (CUSD)'s vision of 'every child...every day' is an ambitious one, it is critically important we maximize our efforts to achieve it, however challenging it is to do so.

To this end, should I be elected to the CUSD Governing Board Member role, I would prioritize support for the following:

  • Recruitment, retention, and empowerment of the best teachers and staff
  • Strengthening of community partnerships
  • Bolstering of early reading support
  • Accountability for excellence in execution
  • Fostering of an innovative culture and ‘learning mindset’ in our schools

Answer from Kimberly K. Hines:

The local control formula for school spending is on the CUSD website.  In following through on the communications plan approved in 2015, move visibility may be provided to the community.  (Note:  Kim Hines was part of the CUSD strategic planning activity that took place between 2013-2015.)

Kim Hines: Frame of Reference

Summary

The following is a brief summary of Kim Hines' work and volunteer experiences, and beliefs on education.

Work Experience:

Classroom teaching experience (7 years) in Arizona and California including K-6 gifted education, and 8th grade Physical Science. NASA Ames Research Center since 1989, (civil servant since 2000).  Currently working in science program management, developing new technologies for earth science research.

Experience in the District:

Kim’s children graduated HMBHS in 2012 and 2016.  While working full time, she volunteered at El Granada Elementary School, Cunha, and HMBHS.  Kim spent six years volunteering with HMBHS Music Boosters,  serving as President 2012-2016.  With threats to eliminate the bands at the high school, she focused on stabilizing the feeder system at the elementary level and Cunha.  A volunteer with the high school musical, she was co-producer for the 2015 production of Cinderella.

Kim participated in the CUSD Strategic Planning activity (2013-2015), adopted by the board in 2015.   The two areas selected for further development were Professionalism and Communication.

Beliefs on Education and Cabrillo Unified School District:  Kim is a strong advocate for public education.  She believes CUSD is a valued community asset.  Education is not one size fits all… No two students have the same interests or dreams, but all students can graduate as self-motivated, life-long learners!

Student success in STEM education means we include music and performing arts as core curriculum.  Research repeatedly shows that students who receive music instruction, perform significantly better in all other academic areas.  Kim will advocate for sustainable, balanced course offerings K-12.

CUSD is a district with limited resources, in a community with a big heart.  We are challenged to meet the needs of all students including English language learners, highly motivated students and special needs students within tight financial constraints. Time sensitive actions and decisions routinely arise. Kim will ask focused questions that address the source of concerns, with an action-oriented and student-centered point of view.
