My Top 3 Priorities

  • UNFUNDED PENSIONS - Until pension costs are frozen there will NEVER be enough money for anything else. The money for everything else that once came from the general funds now go to pensions.
  • CRIMINAL TRANSIENT BEHAVIOR - I believe in ZERO tolerance for the behavior of transients. Sit and lay, uniform park closures. Arrests and fines for tobacco, drug, and alcohol use in our parks.
  • STREET CRIMES - The state will not act. We should.We get what we tolerate, and we have tolerated too much for too long.

Biography

Information Agent;

As founder of Information Agent, Inc. I have been an active member of my community (Chico and Butte County) in creating entry level jobs for people often unemployable elsewhere. Since its inception in the year 2000 Information Agent has provided approximately 500 entry level jobs for the local community. In every case I have provided paid, on the job training in skills such as; data management, professional telephone representation, marketing, database management, Internet skills, shipping room skills and shipping room management. As of July 1, 2018 Information Agent has the approximate equivalent of 10 full time jobs with the average hourly earnings of about $18.00 an hour, well above the required minimum wage that most entry level jobs in the local community pay.

 

Real Estate Investor Entrepreneur and Job Creator

 

While I held 3 investment properties in the year 2000 that number today stands at approximately 34. During the last 14 years I have had additional purchases and sales on approximately 10 other properties.  I have managed this entire portfolio on my own with no outside property management firm! Each year I have added several hundred thousand dollars directly to my local community by hiring local qualified plumbers, electricians, contractors, roofers, maintenance men and women, landscape maintenance professionals, etc.  I have built quality lasting relationships with all, all whom would express clearly the benefits to their own lives and those of their families from the regularly provided work.

Perhaps the greatest accomplishment of this self-managed portfolio is financial. When the real estate market collapsed in 2008 I was left with a portfolio with an upside down negative equity of approximately $2,000,000 as well as a large monthly negative cash flow.  Many advisors professional and otherwise advised simply walking away from the portfolio and leaving the institutional lenders “holding the bag”.  I choose not to do this. As far as I was (and am) concerned I had and have a moral obligation to honor the agreements I signed when I borrowed money to purchase and refinance the portfolio.  While every other multiple rental property owner I know of left the banks stuck for millions of dollars in losses I simply hunkered down at my other full time job,  Information Agent Inc. and made every payment, every time, on time, for the last 6 years of the real estate crisis.  Never did I fail to perform as I obliged myself to. Today I begin to feel the rewards. The equity position has gone from approximately negative $2,000,000 to a net positive of approximately $2,000,000. I have maintained my honor, my credit, and my dignity.

 

Charitable acts and donations

Over the last 15 years I have been a regular financial contributor on a monthly basis to a handful of charities including The Southern Poverty Law Center, National Center for Missing and Exploited Children, Amnesty International, Greenpeace, etc.  I and my family have also supported the daily education and feeding of two different children through the Charity ChildFund, a small boy in Mexico, and a young girl in Bangladesh. For the last several years I have directly provided local money to elementary schools here in Chico to sponsor an entire class for a field trip. Many parents can’t afford to send their kids on these field trips despite the nominal cost and school budgets are crushed.  It has been particularly gratifying to receive letters from the local schools expressing gratitude and expressions of how it helped. For the last ten years another important contribution to my community has been sending employees and deserving and needing members of the community to “Tony Robbins Three day Unleash the Power Within and Firewalk”. This 50 hour plus seminar teaches the participants how to better deal with the stresses and inevitable difficulties that life can sometimes present. Randomly picking and paying for a few participants each year has not only enhanced the individual’s lives (and subsequently the lives of their families) but has also lead to many lifetime friendships. This year I added the local Boys and Girls club to local community cause that I support.

I have formed several private mastermind groups over the years where I and other like individuals have “think tanked” on how to make our community a better place, how to enhance the lives of our families, and how to contribute and grow. Multiple times through these self-created associations large food donations have been made to the local women’s shelter as well as directly to families in need within the local community.

I am blessed with an incredible wife, Anke, a citizen of Germany, who has made my life heaven on earth. We were married on March 15, 2006 in Hawaii. Our daughter, Lucille was born July 3, 2006. I have a son, Alex, who attends Washington Medical University in St. Louis, MO, and I “inherited” a daughter, Anne, when I met my wife Anke. Anne is a scientist with a specialty in Biology. She is currently working in her field in the greater Los Angeles area.

1) THE CITY’S ANNUAL PENSION OBLIGATIONS ARE BALLOONING. GIVE US 2-3 SPECIFIC FISCAL STRATEGIES YOU WILL PROPOSE TO DIRECTLY ADDRESS THE SITUATION TO ENSURE CHICO’S QUALITY OF LIFE DOES NOT ERODE.

Regarding the “straight jacket” that CalPERS has every public entity in; I am well aware of the situation. While I am not a CalPERS expert, I can state this with a great feeling of certainty: Pensions will cause cascading municipal bankruptcies in just a few short years. Ultimately the Federal government will likely have to bailout the states. I’m sure it will not remain “business as usual”. After the financial crisis of 2009 I personally experienced how things change rapidly with bailouts. (I know it well as I was caught with mortgages on well over 30 houses that I could not refinance and wasstuck with HUGE negative cash flow every month for properties that were underwater. I survived it without losing a property or missing a payment but that’s another story) When the Federal Government bailed out the banks they also created a lot of changes, most of which were in the Dodd Frank Act. In other words, a pension bailout will require that a “line be drawn in the sand” to theoretically prevent the need for a future bailout, (I expect the same to occur for the student debt crisis).

I do not believe that the current response to the pension crisis amounts to anything more than a “rearrangement of the chairs on the deck of the Titanic”. I believe a hardcore approach that fully recognizes the gravity of the situation provides the only chance, as remote as that chance may be, to get ahead of the coming pension crisis.

 

 

2) AS INDICATED IN OUR SPECIAL REPORT, CHICO IS IN THE BOTTOM QUARTILE OF CITIES ON THE CALIFORNIA CRIME INDEX. GIVE US 2-3 SPECIFIC STRATEGIES YOU WILL PROPOSE TO INCREASE THE SAFETY OF OUR BUSINESSES, NEIGHBORHOODS, AND PARKS.

The state will not act. We should. Second offense shoplifting, as an example, should require, as a city law, 40 hours of scrubbing sidewalks with brushes under the watchful eye of city volunteers. We get what we tolerate, and we have tolerated too much for too long. Only by making the penalties unpleasant will we decrease the crime epidemic (at least theft and property crimes).

 

 

3) CHICO’S ROADS AND OTHER PUBLIC PLACES ARE DETERIORATING AT A RAPID RATE AND HAVE BEEN NEGLECTED FOR FAR TOO LONG. GIVE 2-3 SPECIFIC STRATEGIES YOU WILL PROPOSE TO REVERSE THIS TREND.

Until pension costs are frozen there will NEVER be enough money for anything else. Every tax, from the PBID, to every other bond and special tax is really just a pension tax. The money for everything else that once came from the general funds now go to pensions.

 

 

4) DURING ANCHOR BUSINESS LISTENING SESSIONS WITH EMPLOYERS REPRESENTING MORE THAN 17,000 JOBS, IT WAS CLEAR LOCAL COMPANIES STRUGGLE WITH ATTRACTING & RETAINING TALENT, FROM GRADUATING STUDENTS ALL THE WAY TO THE EXECUTIVE LEVEL. THE CITY IS A PARTNER IN ECONOMIC DEVELOPMENT, GIVE 2-3 SPECIFIC STRATEGIES THE CITY SHOULD EMPLOY TO ASSIST BUSINESSES WITH THIS ISSUE.

I know this issue first hand. I closed down one of my businesses because people simply would not work for more than a day or two (if they showed up at all) even at $22 an hour. The job required no skill that we weren’t willing to teach (while paying $22 an hour). I’d suggest we start partnering up with the high schools to train people for jobs that are local.

 

 

5) BUSINESSES STRUGGLE TO UNDERSTAND WHAT THE PASSAGE OF PROPOSITION 64 MEANS FOR THE WORKPLACE. IF ELECTED, WHAT CHANGES, IF ANY, WOULD YOU RECOMMEND TO THE CITY’S CURRENT REGULATORY ENVIRONMENT RELATED TO CANNABIS AS AN INDUSTRY?

This is a silly issue. Cannabis is legal. It should be treated like whiskey. For sale anywhere you can buy whiskey and controlled the same way. If treated that way there will be no “marijuana only” shops. It will become a non issue.

 

 

 

6) LIKE MANY CITIES, CHICO STRUGGLES WITH THE SOCIAL AND ECONOMIC IMPACTS OF HOMELESSNESS. ADDRESSING THIS ISSUE REQUIRES A MYRIAD OF SERVICES, AGENCIES, AND STRATEGIES. GIVE 2-3 SPECIFIC WAYS THE CITY CAN PROACTIVELY PARTICIPATE IN DEVELOPING SOLUTIONS.

 

We get what we tolerate. The citizens of Chico have tolerated the transient behavior for far too long. I believe in ZERO tolerance for the behavior of transients. I have personally experienced transients defecating at my business doorway over twenty times. The wipe paper, in the middle of the gift, rules out the possibility that it was animals doing the pooping! Sit and lay, uniform park closures. Arrests and fines for tobacco, drug, and alcohol use in our parks. Felony environmental charges for the trash in our waterways etc. I want Chico to be a place that transients decide “sucks”. When that’s the case they will “move on”. The solution is not to buy or build each transient a new house, provide three gourmet meals a day, and be sure they have a weekly massage.
