The Federal Government plays a part in California water allocation and use through a variety of laws.  What, if any, legislation would you support in an effort to handle water shortages caused by the current and any future drought?
Answer from Ryan Downing:

It is of grave importance to sustain are current resources for our countries future, while not denying the ability to try new methods. Financial impact should not raise taxation drastically on communities. Any legislation along those lines I could support.

Should immigration laws be changed?  What changes would you support?  Please explain why.
Answer from Ryan Downing:

Many people say we need "comprehensive" immigration reform. To me using such a word is a ploy to restrict the issues. What this country needs is apprehensive immigration reform from the national level down to the city and state levels. 

What, if anything, does the U.S. need to do in order to address national security and terrorism? Please explain your answer in detail.
Answer from Ryan Downing:

It is my firm belief that thier is no negotiating with terrorism! We must as a country protect are resources, trade, and land by all means necessary. America must maintain its dominance as the supreme authority in this world. To do so we must stay on the cutting edge of military weapons and security features, as well as standing firm against threats abroad. When I am elected this will be one of my top priorities to protect "the American Dream" and make sure we do not have to be afraid to step outside in our own homes nor fear any threats abroad.

The political climate in Washington, D.C. has been extremely partisan in recent years. In that kind of atmosphere, what would you do to get things done while in office?
Answer from Ryan Downing:

during my time traveling the nation I was able to help pass many initiatives across party lines. As a biracial candidate it is easy for me to cross party lines in agreement while standing firm on my conservative models.

Summary

A great society is always built on a firm foundation. Safety and education are the basis of this direction.

I wish to take a new fresh bi-partisan approach to D.C. I want district 38 to truly be seen for the great cities that are within. I. The last few years crime has risen, unemployment has risen, Latino and woman voters are not properly represented. Once elected I will fight to make sure congressional district 38 is seen as the glimmering community of small towns and industry it once was. If we continue to elect the same candidate the same results will follow. 

First and foremost we need to protect our districts beautiful resources. To do so we must make sure small business thrive, new business growth is encourage, and our schools raise the brightest of minds in a safe environment. As a district that is comprised of mostly minorities it is not reflected in the house. When I get to D.C I can assure that all ethnicitys will be represented properly.

it is with honor, grace and courage I seek to obtain the communities vote. Been a grassroots self funded candidate keeps me from been tainted by long history of political famliy dynasty's and special interest. 

Humbly I seek the duty to serve the 38th!
