I am also aware of the tremendous diversity, talent, and energy amongst the residents.
By its Charter, the Oakland City Council members have two portfolios only. One is to pass legislation (ordinances) to create and maintain a safe and secure environment “being vested with all powers of legislation in municipal affairs adequate to provide a complete system of local government consistent with the Constitution of the State of California. “
The second is budgetary: “The Council shall fix the compensation of all City employees, officers and officials except as otherwise provided by this Charter.
The Council shall have no administrative powers.” {Section 209}
As the Chair of NPC 29X and years of activism on many issues, I do know the policies, historical and current, of the City. I also am familiar with budgets and (under)staffing throughout the departments.
As a professional tax preparer, I am thoroughly versed in accounting methods and principles, finance mechanisms, tax policies at city, state and federal levels as well as theories of what makes a sustainable and vibrant local economy. Thus I feel I have the appropriate background to legislate and budget on your behalf. More importantly, however, is my track record of community service and working with many of your neighbors to resolve and mitigate neighborhood challenges such as creek pollution, animal issues, street maintenance and fire prevention. I am well known for my rants and suggestions about “gift shops” selling drugs, ideas on development of our public land jewel, lack of comprehensive planning department to department, and the overall malaise that seems to have enveloped us.

I am not a rookie to Oakland politics. I understand how the City operates and what needs to be done to make Oakland once again a viable city. I am willing and able to bring change and lead without interfering! Many have stopped voting because they don’t see positive results. I am asking for your vote to bring Oakland back to its residents so positive things can happen!

- Prioritize working with our black male youth. Support visible and swift actions in response to continuing violence affecting our community. Harness technology that allows our law enforcement provide more equitable and efficient, quality services.
- Our district can't wait for City Hall to clean up our neighborhoods. As councilman, I would want to double down on supporting our community-led organizations, who have both the proximity, urgency and leadership needed to transform our neighborhoods.
- Invest in building a more thriving job economy, prioritizing residents born and/or raised in Oakland to be able to stay and thrive. Focus on attracting more business/economic opportunities in the coming decades.

Biography
Kevin was born and raised in East Oakland, California as the son of two Oakland Unified School District employees. He graduated from Oakland High School and attended Laney College and College of Alameda (part of the Peralta Community College District where Kevin now serves) to help shape his career path and enter public service. Kevin then transferred to San Francisco State University where he earned a B.A. in Urban Studies and Planning.
After graduating from San Francisco State, Kevin worked for Supervisor Keith Carson at the Alameda County Board of Supervisors, where he focused on land use and planning, energy, technology, and youth-enhanced program development. While working full-time and raising his son, Elijah, Kevin attended California State University, East Bay, earning a Master’s Degree in Public Administration.
In November 2020, Kevin was elected to represent Area 2 for the Peralta Community College District, which includes all of East Oakland. Since joining the Peralta Board of Trustees, Kevin has advocated for funding towards student housing, worked closely with his colleagues to ensure that workers are represented and has helped students, staff and faculty navigate through the global pandemic.
During his tenure with Peralta, Kevin orchestrated cross sector partnerships with Peralta Community College and Oakland community-based organizations to enhance educational opportunities. Kevin is working with the Board of Trustees to ensure we enhance public safety on campus so that students and faculty feel safe. Kevin believes very deeply in community representation and his role as a Peralta trustee has shaped him to become a community leader for our families and residents.
Kevin served as a commissioner for the Alameda County Public Health Commision for over three years. In his role, he worked with the health department to address emerging health needs and reduce homelesness. At the start of Covid-19, Kevin worked with the Public Health Department to provide up-to-date information to residents throughout our neighborhoods.
Currently, Kevin is the Director of Housing for an anti-poverty organization, working directly with community members to explore creative ways to address the rising rent and build affordable housing. Kevin continues to partner with the non-profits to address illegal dumping and blight in Oakland. He is a proud member of The Office and Professional Employees International Union (OPEIU) Local 21. Kevin also serves as the President of the California Association of Black School Educators and is leading the expansion for educational opportunities for underrepresented students by enacting policies that will improve student performance while bolstering opportunities for college and career readiness. He is also a proud father to his son Elijah, a second-generation Oaklander who attends local schools.
