Over the past 20 years I have been a public advocate, served as an Alameda County commissioner, constituent liaison, community organizer, and consultant on matters of public policy on behalf of local citizens and public angencies. I am a husband, and father of two children currently in public school. Since 2014 I have served on one of the the Alameda County Transportation Commission's advisory committees where we regularly review large and complex infrastructure projects; I have recently been unaninmously re-elected for the 4th time as chair of that 11 member committee, a strong vote of confidence from my peers in my ability to lead in a collaborative manner. I have the training and experience to bring a watchful eye to the EBMUD board, and advocate on behalf o the public for accountability, transparency, and good governance.

Biography
April is bicultural (Filipina and Chinese). Her grandfather came to Hawaii as an indentured servant to work in the sugar cane fields. He escaped after one day and became one of the first Filipino pharmacists in the country. Her maternal grandfather had no education and supported his family by selling fish out of a truck on the Big Island. His oldest son accomplished great things and became a Nobel Peace Prize candidate in 2017. April was the youngest of four children and raised in Concord. April currently lives with her family in the Fairview area of EBMUD Ward 7.

The following is a brief overview of my platform:
● Protect the Water Supply - Invest in infrastructure to minimize wasteful water loss, implement water loss control plans and upgrade EBMUD pipes to reduce breakage and leaks. Stop the State from taking our water rights.
● Protect our Environment by protecting the Mokelume River water source and the Watershed.
● Expand the use of grey water and water recycling efforts to prioritize the use of potable water. Explore desalinization and other technologies to increase potable water.
● Work to ensure equity in service to low income households.
● Protect our communities during emergencies by facilitating emergency supplemental water supplies in cases of drought or disasters.
The drought permanent environment now provides only interludes of rain reducing the reliability of our water supply. This challenge requires EBMUD to respond in a robust and multi-faceted manner. In order to best cope with climate change, we must adopt the use of new technologies, embrace water conservation, and continue to explore new sources of potable water. As an EBMUD Director, my priority will be to support initiatives that will help preserve our most precious resource – water.
